It depends on when this regulation comes into play. Tesla’s long-term plan (2017 and beyond) have never been to rely on ZE credits to be profitable. It’s spent more $ recently because it has those ZE credits but after the Model 3, it’s plan is to be profitable regardless of credit sales.
