I'm fairly sure he's in Nashville, Georgia. He was banished to a single county in Georgia, and Nashville is in Berrien County - one of the counties used by judges for banishment.

Well, I don't watch all that many shows, but of the ones I do watch, they don't all have these kinds of characters - but that seems like a moot point either way.
