I used to work for GameStop. While there are many, many things they could be doing better, they do at least have a policy in place to test each used game they purchase to ensure it at least starts up, has no visible damage, and does not seem to be pirated.

With Manhunt, I think a lot of it had to do with Manhunt 2 being hit with the AO rating and the weird censorship they had to apply. Between that and ‘hot coffee’, Rockstar was scared off of being too controversial for a while.
