Most tournaments only have 64 people in them. Those two women average about 2.5 matches per tournament. No idea how many common tournaments they both entered, but based on those numbers (disregarding issues of seeding), you would expect them to meet about one of out every 25.6 tournaments, just based on random chance.

Vinci has played 871 matches in 353 tournaments, including 43 grand slam tournaments. Pennetta has 932 matches in 361 tournaments, including 48 grand slam tournaments. Meeting 8 times, and 3 times in grand slams doesn’t really seem like that much.
