She didn't have a failed romance with Bolin. Bolin had one with her because she was never interested in him like that, but she didn't have a romance with him.
It's pretty easy actually. Some of us don't see romantic subtext in everything. Also I hate shipping in general.
Bolin is a good guy, good guys aren't allowed to use overpowered abilities to the fullest. Plus, he cares about not killing people and stuff.

That's not what she did. What she used to give them their bending back is what Aang used to take Ozai and Yakone's bending away: energybending. It's totally different from waterbending.
