I got to the part where you said you are going to go the cheapest route on the welding and I would advise against that just based on the fact that once you have this skill you are going to open up a ton of other stuff you’ve been wanting to do, so I suggest doing it right. Learn to weld properly, read online about

No specific legislation is needed to address this, an extremely minor problem that resolves itself with minimal impact on anyone worth preserving.

I hope Mahindra sells a separate fender kit that you can just snap/bolt into place and then it’ll look pretty much like the first redesign.
