I love seasons 1-3 to death, but I think Shore Leave as a full time character embodies all of the worst tendencies of season 4 and 5: reliance on very easy jokes and catch phrases that wear certain characters to the ground. That being said, I would love to see Henry Killinger show up in more episodes.

He didn't say anything about his Chris Gaines-like alter ego, Dex Brenner, not making anymore Rambo movies though.

It's a funny concept, and I love it any time Kevin Conroy gets work, but the character indeed gets really old fast.
