They could have gone a cheaper route with Cyborg being mostly human looking, and still included him. I don't think the reason is budget. Maybe license agreements with the JLA movie?

I can understand not having Beast Boy because of budget issues, but Cyborg? Starfire and Raven should require much higher budgets than... a cyborg.

These things aren't necessities. There's no reason you should need them if you can't buy the real things.

No offense, but there's a huge dodge window in the first game. You can literally continuously dodge and almost never get hit. You won't accomplish much, but it goes to show how forgiving the dodge actually was.
