I keep hearing from folks that they have automatic lights. But the sensor senses light, not wet. Unless it's raining after dark or the storm is heavy enough to block the sun, the lights aren't going to turn on. The taillights don't turn on with daytime running lights, either. And side mirrors don't have wipers on

Just because a law isnt enforced doesnt mean it isnt real. Every time it rains I pass 30+ cars without their headlights on, and I know for a fact that is a state law in Pennsylvania.

You are a little off on the technical points on the post. Current Cylinder deactivation tech DOES NOT keep the intake and exhaust valves open , it just doesn't provide any fuel or spark to the deactivated cylinders. You'd need some very fancy pushrods, or camless engines to keep the valves open.
