You’re wrong. That chassis photo is of a Pajero Sport, not a Pajero. Different vehicle. The last year that a Pajero had a ladder chassis was in 1999. You can insist that a unibody Pajero like the one in this photo is a CUV all you want, but it isn’t.

I don’t see in the rule book where there needs to be a frame for a vehicle to be an SUV. Mitsubishi Pajero/Montero is a CUV? I don’t think so.

There’s nothing illegal about exporting a high mileage used vehicle if that’s your business. As for avoiding taxes, what taxes are being avoided when exporting? The Federal tax was already paid upon import, the state tax was paid when sold new.
