The show is packed with narrative as it is. There is no room to show the plebs. This show focuses on the elite. Another may focus on the poor. That is totally reasonable.

One of the earlier episodes of the first season, featured the execution of the peasant friend of Arya's because of Joffrey's petulance. the message was clear: this is a world where the elite tramples the poor.
