I agree that the licenced parts may be just as good or better. My point is that it’s not Oldsmobile or Ford that is offering them, nor were they the ones who decided to produce them. What Máté’ said:

I can’t imagine reaching out to a modder to “rescue” me, let alone pay actual money to one. I don’t take gaming that seriously, especially GTA. Different strokes, I guess.

Plus, if they bought the season pass on one platform, all the episodes are already paid for on that platform. They’d need to buy the content again on another platform like Steam.

Getting it from another source isn’t a viable option, though. It’s the third episode in a series. If someone played the first two episodes on PS4, they’d need the third one on PS4 as well. Not to mention that if they paid for a season pass on one platform, all episodes would be “free” (already been paid for) on that

Yes, all of the console manufacturers certainly do have some control over the release date. Disc-based games, digital games, episodes, DLC, and even patches have to be submitted by the devs to Sony, MS, & Nintendo for certification. This must be done weeks ahead of the scheduled release date (almost always a Tuesday).
