The cop's lights were on for fourteen seconds before the driver honked their horn, when the car driver was well behind them. In that instance, no, slamming one's brakes in the left lane does not warrant a horn.

I'll reply with the same thing as I did to TheContradiktion. It wouldn't occur to me that a car with lights, sirens, and a uniformed driver would be a police impersonator.
