Everyone assumes that no-one has guns, because handguns are restricted here. In my 30+ years on this earth, the only handguns I've ever seen were on the belts of cops or Brinks guards.

At the risk of starting a gun rights debate, your points can be attributed to the fact that the cop is the only person there who would be expected to be carrying a gun. That rules out your first two points, and makes #3, 4, & 5 much more likely.

No. With very few exceptions, NOTHING in GTA is a true-life replica or 100% accurate representation of anything. EVERYTHING is a parody. If you can't comprehend that, you're missing the point of most of GTA's writing and its concepts.
