It was placed there on purpose, but it was rumoured to exist before it was ever released. In that way, it is similar to GTA's Bigfoot. The major difference is the timeline. Bigfoot took years to turn from speculation into fact, whereas Megalodon was implemented within months.
I'm contemplating triple dipping. I love laid-back controller play on the console with little worry of hacking or being at a disadvantage against mouse & keyboard pros. I also love creating my own mods, so I will be picking up the PC version sooner or later, hopefully on sale.
