We have freeways where you need to get to 80 mph very quickly. These low displacement 3 cylinders aren’t comfortable going that fast. 12V plugs are much better for cars and a safer bet for manufacturers. If they’d put a Type-C port, what happens when we use “type-d” next year? They'd have to redesign and all current models would look stupid and old. This is why you don't see that many actual USB plugs in cars as it is.
