I blame the car companies. Mercedes for example puts the hole in a small, metal key that is used for the doors. That way you can remove the fob from that mess.

I would put the hole in the rim. Metal would be able to hold the micro-hole better without potential damage, but maybe the expanding rubber would fill the hole and cause a pseudo pressure valve.
