@jnewman10: Some phones integrate pretty deeply with the OS and probably depend on a lot of stuff in certain versions of the OS. So when a new version comes out it is very time consuming (and expensive) to update everything. Rather than delay the release of the phone another 6 months, they release what they have so

@jnewman10: because when they were developing the phone, 2.2 probably didn't exist/wasn't available. Then, when 2.2 was released, near the end of the phone's development, they made a choice to release the old version instead of spending all the time/money to update everything to work on 2.2.
