NYC FOR SURE. If you ask for a glass of tap water at a restaurant, they have to give it to you, even if you're not a customer. In NYC, whenever I go out to a bar, I can always ask for a glass of water for free. If I don't feel like drinking (hey, we've all had those nights), I'll ask them to make it look like a vodka…

Oregon and Arizona are two states that I know of which require restaurants to serve free water to customers. The only time a restaurant would not be allowed to charge for bottled water is if they did not have tap water available.

To be fair, that's probably a legitimate thing to mention in a review on Yelp, seeing as how people often go to cafes to work or study. I don't frequent restaurants or bars where the employees sing loudly either, but that's just a personal preference of mine, not a failing of the bar or restaurant.
