While the VWs aren’t “Clean” they do not emit particulates and still have that filter intact. The nitrogen oxides are bad and cause ozone(in the wrong place) and contribute to Acid Rain. However, rolling coal requires removing the particulate filter, which is VERY bad for people directly.
