Calling this "karma" does not sit well with me. His shittiness had to do with exploiting and taking advantage of girls and young women, not their fathers. By saying this is karma it's like you're buying into that gross notion that fathers are the guardians of their daughters' sexuality.

Yikes, that's creepy. When I'm walking somewhere I usually have my dog with me, so I've never had that happen. What is REALLY frequent though is guy driving by and just letting out a short but loud scream/shout to startle me. DRIVES. ME. CRAZY.

I don't know, but I don't think getting a restraining order is as easy as you're implying. There usually has to be a threat of imminent harm, and the burden of proof is on the applicant. And sure, anyone could lie, but having immunity from slander doesn't mean they're immune from fraud on the court, perjury, etc.
