Re: the manual v indictment part of your post, I am convinced that repubs look at 1984 as a how-to book as well. Which is crazy, because I am sure that a good portion of repubs probably (passingly) read it in high school and thought “communism bad”.

So I just looked at HB80 and it does not currently mention rape or incest at all, only that the father is responsible for all associated medical fees unless he agrees to get a Vasectomy. I don’t find the above addition particularly helpful to our cause, but frick, at least it will start a discussion.
