Uh no HBO wanted the show to have more seasons. The only people who decided to end it are the writers for the damn show who wanted to rush it done.
This entire season has been a disjointed mess with very obvious timeline issues. It is clear that they’re struggling to spin a story out from notes, unlike the detailed blueprints they had for the early seasons and they have no strong writers to help with that problem.
