Well it's always been pretty known we'll have several D3 expansions due to the leaked development plan from years ago. They just really hammered it in with all the hints in RoS.

Which also hurts a lot of anime since it's hard to fit a good story into 13 episodes. So many meh 13 episode anime would have been great 24 episode anime.

It's more based on the arcs rather than just how many chapters. Once they get done with the current arc they'll probably have enough material. I doubt the current arc is going to end anytime soon though.
