I always found the idea of bunkers kinda of funny. I'm pretty sure any 'enemy' country had spies that knew of most of these locations and I wouldn't be surprised if China and/or already Russia would know of any new locations for modern use. Even then in a real world situation I think the country would probably have spies who knew the location. And then even if the bunker could withstand attacks all they'd have to do is sit outside the entrance.
