Your average phone repair man or cable tech could do it. The least education you need is basic soldering and splicing. I got those from high school!
The skills needed aren’t prohibitively high. Splice / Instal a packet sniffer? Cake. Inject a keylogger? Use one of a dozen prebuilt options. Cracking and bypassing encryption an be done later at your leisure.
