Back when I was a young man I did this job for a summer at a Six Flags. If you got a hug from a Tasmania Devil in the summer of 1996 at Six Flags Great America in Gurnee, IL it could have been me.

The first “no” is to camera right toward the crowd. It looks like the character is then turning to catch up with the parade and is continuing to signal no. In those costumes it’s possible they didn’t have a good view of the two kids directly below them.

The character's head is already shaking "No" before they look at the children, at which point they start waving a fairly standard "Hello" gesture to them. I imagine with a large character helmet on your head it might not be out of the realm of possibility for it to be difficult to immediately stop shaking your head.…
