Perceived value is value though. Cash only has value because we all believe it does. It’s just paper (or cloth or whatever). Gold is just shiny metal. The world’s most valuable postage stamp is just a stamp but people who collect stamps say it has value so it does. I’m not sure why this is difficult to understand.
