This is exactly the problem I see. If it were a studio requesting money, I'd want to see some profits shared in my (and other contributor's) direction.
In the other hand, if it is a talented individual or small group that normaly work for a big studio but want to do a project in their off time that won't get passed…

I would argue this is a better cause than many other uses of said amount of money. Putting smiles and laughter into the hearts of many many adults and children is a good cause in my book.

In other gta's you could drive the train. I tried in V, couldn't seem to. What I think it funny though is I stood up front right in front of the conductors window, shot and killed him, and it had zero effect on the train that kept driving on forever. no one to engage the breaks i guess.
