Yes and no. Whenever France want to drop some liberte on places like Libya, they don’t have the strategic bomb/missile reserves to maintain sustained operations. They have to “borrow” ours.

welp.. cant speak for any other nato countries... but the dutch military could absolutely do with more money... i think a couple years ago our soldiers in training were told to just shout BANG! in training excercises as there werent enough bullets...
