No, everyone knows the entire USA military is stationed in Washington DC so this the film was realistic in that regard.

If you don’t read up on it outside the movie, it’s a muddle.

Having one Republic fleet that could be easily destroyed reminded me a lot of Abrams’ Star Trek reboot, where all of Starfleet was off in one system and couldn’t help save Vulcan.

The Resistance makes the situation needlessly complex. It’s not clear in TFA who is resistance and who is republic, are they connected, why are they separate? If you don’t read up on it outside the movie, it’s a muddle.

This is why we absolutely need to go for a moon base first. It’s WAY closer, much easier to bring supplies to and a great testbed for further planitary expansion. If we can figure out how to keep people alive on the moon for extended periods of time, Mars will be cake.
