For those of us that live in states under the thug boot of state tyranny that demands annual or biannual safety inspections, how about running your VIN through a DB that sees if your car has mandatory recalls. If recall repairs are not complete, you don’t get your new yearly tags.

Yep, that’s pretty much it. GM can’t sell it profitably, so they keep sales to the bare minimum. If it really took off, they’d just lose more money.
