Correct. But Valve only provides so many of them. The others are private. This is uniform across the board.
Exactly. The servers have to work twice as hard compared to those that run at a 60hz tick rate. This means a much larger investment from Riot in real dollars. Remember, this is a free game, so they are betting big that players will buy skins and what not to make up for it.
