They actually have professional statisticians there. They won’t rate vehicles they don’t have enough data for. Simple.
It is simple. CR doesn’t list all vehicles (or other things they do surveys on). Just the models that generated the most responses. They probably didn’t get much survey data on the Chang-Li reliability, but we know of at least one being driven on the road.
For decades I’ve read folks denigrate Consumer Reports Automotive Testing because they didn’t like their reviews. I have a different perspective.

As an owner of a 328d, the main thing this article is leaving out is the AdBlue urea system that knocks down the emissions (the thing that VW did not to add to their cars).
