To protect the community in general. They have broad latitude, especially in how they define “community,” often negotiated with their union. It’s why the cops around wall street were more interested in protecting bankers than protesters.
But if they don’t do their job, it’s between them and their bosses. At worst it’s an administrative issue. I’ve still never seen anything showing that the person who gets hurt has any recourse. So if the cop doesn’t help you, and their chief doesn’t care, nothing happens.
