I think that comes from an issue when they debuted this graphic a few years ago. Apparently a lot of TVs come configured to cut off the edges of the feed. This is a relic of analog feeds where there can be a lot of noise there. They debuted the overlay without that bar, and people were complaining that the time-out…

It’s a little problematic in that the labels around the pie are for what each slice represents, which is redundant with the key. The labels should be the percent of the whole, which is information that isn’t on the chart outside of the size of the slices.
Mayor Dan Damman is a great name though.
