No, I think you're partly right. It could very well be that they're doing it to hide some ugly textures, but since the blurred area changes depending on the focus of the camera, you're going to be seeing those textures at some point either way.

While I agree with the other things you pointed out, it actually takes MORE processing power to give a depth of field effect (blurring foreground/background objects), as the way games are rendered are nothing like how physical camera lenses work.
