Physical media was going to disappear eventually. Keeping that in mind, "used" digital downloads don't make any sense. Steam doesn't allow you to trade "used" games, so I don't expect the next generation of consoles to be any different.

I don't see it being backward compatible as far as discs go, however I do see them selling "classic" (PS2) games as digital downloads.

Generally if people buy off-contract they get a cheap $100 phone because it's all that they can afford.
