Also you don’t seem to know what I mean by dual language program. It usually consists of a teacher who teaches lessons in both English and Spanish, or in some cases a coteacher which is common in Elementary education even outside of dual language programs.

But also makes it so that children grow up bilingual and eases a burden on children who don’t speak English so they can succeed in school. I wouldn't consider that a wasteful use of funds. Keep in mind English isn't the official state language of California or even the official national language of the United States.

Many schools in California operate dual language programs, so no they probably aren't upset about that.
