Yes, I understand that. What I wanted to know was how the parents get out of paying the fine once they bring the child back to China. Does the fine apply only to children born in China, rather than to the number of children a Chinese couple actually has?

So a second child born in America to Chinese parents, who is brought back into China and raised there does not count toward the one-child rule? Is that because the rule only applies to Chinese citizens? This is a very interesting loophole that China seemed to have overlooked.
