Not necessarily. The Stark children, except for Arya and Jon, looked like Catelyn, with reddish hair and blue eyes. Jon and Arya looked alike, with the dark hair and grey eyes of the Starks. Arya was described as looking like Lyanna, and so by extension did Jon.
