TG USA is an entertainment show. The format of the first season was a carbon copy of the UK version and no one wanted to watch it. So they changed the format from Information/Entertainment to Entertainment/Information.

It wasn't the formula as much as it was their execution. They were trying to do the exact same challenges with different cars and hosts. When you know how the original played out it made the US version unbearable

You're expecting the wrong information out of Top Gear, clearly. The current version of Top Gear has never been about car reviews, if you want those you need to go back to when Tiff Needell was a presenter. Top Gear, American, UK, whatever, its about entertainment. It's not to be taken seriously, never has been.

It could literally be an American clone of the show and I think it would receive less vitriol than it does now.

For me, its the opposite. The only parts of TGUSA I watch are the challenges, and the stupid challenges are my favourite part of TGUK.
