This is where I have to ask if my home state of Wisconsin is considered Rust Belt. We very narrowly went GOP for president for the first time since '84 - I don't think the state is a permanent loss for Dems.

This. The GOP identified the largest homogenous group of voters in the country and promised them the world, shedding nearly everyone who wasn't white, heavily patriarchal, and Christian. There simply isn't any comparably large voting bloc left, so Dems need to have a coalition to win nationally.
