I've seen a few articles about limited time restaurants in other countries (mostly Japan). As an American, this is a very interesting concept to me since I have never seen that happen here. Is this a common type of promotion in other places?

Sure, he isn't as protected as he should be. But he also isn't scantily clad. This difference is that they are intentionally putting focus on her physical attributes. The same can't be said for the guy. If he was in a speedo and belly shirt, he would get the same complaint that the girl got from me.
