That's true. Though you did get Gauge for free if you bought BL2 new. That was nice. But BL season pass came with 4 big expansions (albeit, only 1 was really "worth" it), plus the first level increase. So a new copy of BL2 with the season pass got you 1 character, 4 big expansions, and 11 extra levels. That's value.
