There couldn’t be time in the TVA for it to work. If time existed there, then the TVA would become subjected to the same timeline rules it enforces, and it would create paradoxes.
Small counterpoint: if this is all in Loki’s mind, Loki should behave the way he would if it was real (otherwise he would become aware it’s not; which might well be the case, to be fair). Therefore Loki wouldn’t try to use powers he knows he doesn’t have.
So the real question is: what does Sylvie need from Loki, to make her go to such lengths to enchant him? Is it something that was always part of her plan? (Which seems strange because she couldn’t have predicted this specific Loki variant. Or could she? Or did she witness it happen somehow?)

I think the TVA simply exists outside of time. A person is picked in 2021, made into a TVA employee, goes on to work for them two hundred years in a timeless environment. But there’s still a 2021 in the timeline they can return to, two hundred years later.

I actually liked this better than the first two (so it doesn’t have a end. Duh, it’s part of a six-episode run, how episodic can any of these be?). Mostly because it was more entertaining. Great banter, great sense of adventure, Loki being an active agent of chaos rather than a resigned slave of circumstances.
at least give her some character and personality.
