I believe they’re attempting to create divots in the pavement underneath the car by smacking it downward with the power of a thousand manbuns.

That looked like an electrical fire, lots of arcing going on there. Guessing it contacted the overhead lines and it tried to ground through the tire, which electricity being electricity, it didn’t like..
