This would be a question for Steve Lehto. I've heard numerous times of shops saying that they can't let a vehicle leave because it's unsafe, but this was often in attempt to overcharge on unneccessary repairs. I have no idea if they can actively stop the owner from leaving their premises.

I would quote him a price on what it costs make it roadworthy again. Let him fugure out the rest.

Opel has exactly that, wouldn't be too hard put it into the ATS as a Europe only model, but for that they would need to be serious about selling cars. They have EIGHT Cadillac dealerships for all of Germany. That's just a sad joke, nothing less.
