You’re right on Harvey, I forgot he was even in the series. Cat is close to Bruce’s age otherwise she’d be an 18 yr old kissing on a 12-13 yr old boy. Penguin being older makes sense since he’s always been that way compared to Bruce. And Riddler several times has been portrayed as older also by at least a decade.

Bruce is in his early teens, most of his villains are in their late teens to early twenties. That would mean when Bruce is 25 his villains are late 20s n early 30s. Other than the Penquin & Riddler who else is really that much older than Bruce? Gerome-Joker, Ivy, Cat, Scarecrow are all teenagers in this show.
