I like Roy. He looks good in the mask. He gets a lot of fun dry one-liners. He can do the moves. And his size makes him a good decorative accessory for Ollie.

This is a show where we are to believe Druggy Drunky Laurel is Assistant District Attorney. So, yeah, I have no problem believing Diggle could run ops and comms. :)

Not really. At first Diggle was Ollie's "ears" in the base (and the one in charge of googling criminals). Once Felicity took that job then he got demoted to the guy in charge of the Lunch Run and has been stuck there ever since.

Yes. The attractive girl who seems to have earned her job is infinitely more appealing than the sister-love interest that is moving forward in her job due to favoritism from Daddy's police station and special treatment from a Superhero.
To be fair, there isn't a single actor on Arrow that is capable of a believable tear.
